There’s a story of a small(12-13employees) lighting company in New York that got cited by the government for never hiring a black applicant. In the entire history of the company’s existence every employee hired was Hispanic; only the owner was white. When asked why, the owner responded that only Hispanics had applied; no black had ever applied for a job.

He still got cited and fined.
