I don't think people understand how the deep state works. No one can shrink the machine. It is self-supporting.

Let's say Trump wins and wants to fire someone in government. If everyone underneath him doesn't cooperate with his directive, that person doesn't get fired. They rearrange, delay and deflect... throw in a few administrative reviews and four years later that person still has a job and the next guy comes along in the White House.

There is no changing the course. Whether we elect Trump, Biden or someone else, the machine will continue to grow as it has since the 1920's. There is no stopping it.
