I am not sure why the Russians would WANT to assassinate Biden.

It would be symbolic. Our enemies know that there is no real value with assassinating Biden or Kamala. But, they would want to test us, just like burning an American flag in Iran would test us. No real value, but, it would make us a bit angry.
