The reason Chinese pay $30,000 EACH to the cartels (RATHER THAN FLYING INTO SAN FRANCISCO - FOR A FEW HUNDRED DOLLARS) is to receive 'documentations from the goons running 'homeland'. Without the cartel and Homeland stamp of approval they can be sent home.
