It is potentially cheap enough it can be built in large numbers, its performance is good enough it is operationally and tactically useful.
A simple, reliable engine giving decent subsonic/transonic performance, remote aircraft parts, modern GPS and Ukrainian experience in targeting mean it has a high chance of getting a hit and wrecking something important unless countered.
It is a easy target for weapons that cost more than it will, even if most of a salvo is shot down, there is a good chance its will be worth it.
