I would not doubt it, nor do I doubt his reporting on the Nordstream pipeline.
I am not a big fan of Hersh by any stretch and he has a history of “Gateway Punditry” if that can be a term, but I don’t discount him either and he is calling them out from the hard left.
I find him to be far more credible than the NYT, his old employer.

It's quite possible, but, without, actual proof, it's, at best, speculation and, at worst, propaganda or "misinformation".
Many "believe" because it fits their narrative, i.e., confirmation bias.
