I believe anybody who embarks on body-altering surgery should undergo a thorough psychological and competence evaluation before the first cut us made.
I base this on the assumption that you can't fix mental problems with a knife.
This rule would prevent a lot of unnecessary costs, risks and post surgery pain and anguish.
This still leaves room for the few legitimate cases when people are born with malformed or ambiguous genitals.

Back when these "gender reassignment" surgeries got started they required the "patient" to live as the opposite gender for five years and undergo psychological therapy. I believe that was at Johns Hopkins Univ., which was one of the only institutions even engaged in this sort of thing at the time. The candidates did undergo hormonal therapy... they were also all adults. I don't know when and how that was all changed but it seems someone sacrificed caution on the altar of wokeness.
