The police spokesman in the press conference stated that the killer was a person who “identified as a woman”. That implies (to me) that he was a man who was transitioning to a woman. When a reporter pressed him he agreed that ‘she’ was a transgender.

I am very confused because I’m seeing reports that have it both ways, woman to man, and man to woman.
