I strongly suspect the "Deep state" wanted an emergency. They clearly used the January 6 protests as a means to secure their power. They very likely worked hard to form the protests into something they could use.
It is not clear if it were "needed". Such things are inherently difficult to know.
It is clear, IMHO, that it was used to consolidate power and intimidate any opposition.
It was needed to check all the legalistic boxes.
It was useful also to vilify Trump, and yes, to justify further crackdowns.
I’m sure our two TN Senators would not have voted to confirm if the chaos hadn’t have occurred. Ditto for Senator Barbie (I forget her name) from GA. As for the others, I don’t know, but I expect there were others.
