I could take a wild guess. ‘Loss prevention’ in that city must be a nightmare, like SF.
“Loss Prevention” is such a polite way of saying “Them ferals are stealing us blind, and they have ruined the shopping experience for law abiding customers.
We have had enough waiting for police and we can’t afford all these ex-TSA security guards, some of whom have also been observed to be stealing!”

One issue here...for the addicted crowd, it really puts heat on them to find the remaining stores to ‘lift’ from, or drive an extra 30 miles to the next Wal-Mart to rob.
