Because the Brits had a Naval Blockade of Germany, that was choking them.

A true “neutral” would have demanded Britain lift their blockade of Germany to allow American ships to go there, otherwise we wouldn’t risk American lives to supply the Brits.

But we were never really “neutral” were we?
