It's more clap trap from a Federal agency which aligns with the WEF (World Economic Forum) to limit and control the population, as well as following the "UN Agenda 2030".
It represents a governmental preference for:
"Ideology over Common Sense" ,
and 'Control over Freedom'.
It is a corruption of Science in order to meet the ideals of suppression.
