If she arrived at her destination and her bag didn’t, it was “lost” and she reported it as such to the airline. Neither the article or her tweet is clear on that.
If her bag disappeared when she was arriving at the airport or checking in, then it was stolen.
I tend to believe it didn’t show up at her destination as it would be a lot easier to swiped it in the baggage claim area than at check-in.
I caught a bastard pulling that trick on my bag in San Francisco Airport around 1976. I was in the bag retrieval area and saw a guy grab my bag and take off. I ran up to him and yelled “That’s MY bag.” He immediately dropped it and ran away.
