Federal criminal law provides for the prosecution of individuals who travel from one State to another for the purpose of engaging in certain types of criminal activity. The criminal activity can be prohibited either by federal or state law. It seems likely to me that violent crimes such as assault on police, destruction of property and possession and use of molotov cocktails would qualify. Hard to believe no one at DOJ has looked into this conduct and determined that federal prosecution is warranted. The State charges now pending would not prohibit the feds from relying upon the same criminal conduct to support a federal indictment.
