And all of the new 1099's you will be issued, regardless of whether or not you owe the tax. After all, you can't prove you owe no tax until somebody official declares what your house is worth at 12/31/xx. And how much your cars are worth. And how much your furniture is worth. And how much your hobby collection of baseball cards, or plates, or old 33's, or that Lionel set you got as a kid, is worth.

At some point there will need to be a liberal tax on paper, because of all of the paper sent out each year to justify your entry on your tax return of how much the government should tax you. It's only fair.

It will provide an abundance of tax loopholes to be sold by Congress like in the 1950s through 70s. Next year Guatemalan fruit bat ranches will be made exempt.
