It’s odd you think Ukraine can’t get tanks to the front. How do you think they get all of their existing weapons to the front? How about the hundreds of donated T72s from NATO members that used to be part of the eastern bloc? They made it to the front.
Ukraine has many diesel locomotives and uses them. Diesel locos in Ukraine are often used to haul freight, with many of them specifically designed for this purpose. Other diesel locos are used for passenger services. It’s not exclusively an electric system. Also, all of Ukraine is not without electricity and Ukraine regularly transports weapons by rail.
As far as Russia being able to build tanks, so can the west if they wanted to. The west has been giving Ukraine outdated weapons systems along with some modern ones and is primarily interested in grinding down Russia in a long proxy war that keeps Russia in check and serves as an example to China. They don’t get that by arming Ukraine to win so you don’t see the west working flat out to build the latest tanks for ukraine in huge numbers, 100,000 shells a day, no limit to airburst shells, and so on. All of that is more than possible if it’s what the west wanted to do but it isn’t.
