No, I believe I posted an article on this issue last month. There actually is, as part of the policy, restrictions and financial charges (and permission required), to travel in excess of the number of times and miles allowed. You will be tracked by camera and license number and you must apply in advance should you need to travel more times than allowed outside your designated community. Their reasoning is that they will make everything you really need (not much leeway for ‘wants’) within 15 minutes or a certain number of miles, from your home.

Yeah, communities of old did this by necessity and lack of methods for quick, easy, and safe travel. Not by force of the government. There is a big difference.
