It has the power to enforce, it just doesn’t.
Anyway, the people of each state & district are to be the ultimate arbiter suitability to serve. As long as “ they - the people” get their turn at the taxpayer trough. They don’t enforce either!
Repeal the 17th Amendment!
State legislatures couldn’t do worse!
