I guess they can put the boot of the government onto the necks of the oil refineries, but I understand that they are working at about 97% of capacity. I suspect Biden will just tell everyone that prices are actually down if you take into consideration that inflation (which is also down) artificially increases the price of gasoline at the pump.

The USA needs at least a couple of new refineries along with a 30 year commitment to prospecting and developing a ton of new wells.
