There were conspiracy theories before there was government. There are some who are constantly looking for some invisible hand manipulating events from behind the scenes. Conspiracy theories do not require a government to exist.

Conspiracies existed before government. So did lies. So did coverups. Going back to Cain and Abel.

Sticking to the story at hand, the question is why is the CIA preventing the disclosure of information in an assassination of an American President which occurred 60 years ago. What possible motivation is there to hide information? And by hiding information, the government continues to undermine what fraction of a percentage of credibility they have with the American people.
