GHWB was just a young CIA guy then, perhaps mostly taking orders. He did not 'arrange' it. As a good team player, he would move up the ranks of political crime, and become the "When we are successful, and we will be" New World Order potus.
Sorry, but I find it difficult to believe the CIA wants their people anywhere near a situation like that when it happens; they’re just not known for being very publicity hungry enough to make such an appearance. Especially in an event where they are surrounded by people, including cops and media who are asking a lot of questions.
