SCOTUS has neither taken this case, nor rejected the case. It is now at the conference stage, meaning that at least one justice wishes to discuss the case with the others. I can't find recent numbers, but in the past only about a third of all petitions for certiorari filed were chosen for a conference discussion. So far, this case is beating the odds.

You missed the writ of quo warranto, which this case closely resembles, but that needs to be filed in D.C., not Utah.
