Trump did not control his key picks - McConnell did, because he controlled the Senate confirmation process. The whole Russia-gate story kicked-off when the craven Jeff Sessions recused himself over some ridiculous pretext, leaving Rosenstein, the Dems and the FBI bureaucracy in charge. Trump's Admin was crippled after that.
IMHO Trump also believed his own bluster and greatly over-estimated his abiliity to control the deep-state.
