In 1982, W was 36 years old and his political career was stillborn with his failed attempt at running for a Texas Congressional seat four years earlier. Reagan was POTUS, his dad was VPOTUS and the general election would be in another two years.

Methinks the lady is referring to George Herbert Walker Bush losing his second term election to William Jefferson Clinton (né Blythe III) in 1992.
