If you read the entire (short) article, it’s pretty clear the girls know exactly what they’re doing. These aren’t innocent little kids sitting cross-legged on the floor during story time.
No, it’s only clear that HE thinks the girls are trying to get him to look.

The story did not relate that the teacher took an action toward any of the students.
In the facts reported by the story, the teacher is frustrated by the behavior of some of the female students who fail to comport themselves.
The teacher recorded some of his thoughts; and it may be that some cultural background of his upbringing, where females are expected to be more self-disciplined, leaves him in a state of alarm about how “modern young women” now behave, speak, and wear sexually suggestive clothing.

The allegation that someday . . . this teacher “might become” a predator, is not a chargeable offense in the present.
That is part of the problem. A lack of personal modesty, personal pride, Common Sense, and personal responsible behavior are now be ripped out of school curriculums. It is time for concerned parents and school staff to strike back in defense of personal responsible behavior.
