I suspect the employer (Twitter) was in on it. Media companies in particular have run illegal "pay to play" schemes for decades.
It partly explains how and why a company would run at a loss for years. There were enough off-the-books transactions such as these to keep executives flush with cash.
Give the Twitter agent 10% ($1,300 to $1,500) per bribe and pocket the the other 90%.
The FBI, SEC, and IRS are as effective as they were with Bernie Madoff's scam.
Governments run this same scam every day. Just recently a California Sheriff was convicted in civil court for payoffs related to concealed carrier permits, just like NYPD had also been caught doing.
