80% of our water goes to agriculture which the rest of the country relies upon.
I’ve heard that decades ago an undersea pipe from the Columbia river was proposed. It would collect water at the river mouth and bring it down to California to hook up with our aqueduct system.
At some point desalinization makes sense. Involve government funds if need be.
Way better use of money than a high speed rail...
