There is a difference between intelligence and stupidity. In this case the lack of intelligence can be addressed with additional education for the immigrants since their place of birth was lacking in educational opportunities.
Unfortunately discussion of this solution would be illegal under Swedish law..... Can’t solve a problem if you cannot discuss the issue and solutions!
