You place lots of premarked ballots in the back room. You make marks on the ballots and then decide they are spoiled so can't be counted. You count them wrong.

These ways and even more apply to mail in votes

Best way is both electronic and paper: so one way checks the other way if there is a question.

I am a software developer. Electronic is the very worst way to vote. You can cheat with paper ballots but it involves stacks and stacks of ballots in order to influence a federal election.

I could influence a federal election with one line of code or one database command. You can not have election integrity with electronic voting

Ironically, after the Hello Garci scandal, where someone leaked President Arroyo's telephone call asking if they had enough ballots (presumably fakes) for her to win, the Philippines started using electric voting machines.

But now they are switching back to paper ballots because of the worry of fraud.

The last 2 presidents, Duterte and Marcos Jr, won because they were popular (anti crime anticrooked cops and pushing a strong economy) so presumably the CIA and crooked locals could not stop them by manipulating the ballot.
