You hit it on the head. There are "conservatives" like libertarians and neocons who are "internationalist conservatives" (i.e. oxymorons) who believe there is some ideology that can work in every place and every time around the world. Whether they believe it or will admit it or not, they are shilling for Soros and the WEF.

Then there are national conservatives who are OK with other nations basing their policies on their own heritage, culture, and people.

This has all gotten mixed up because as late as the Reagan and first Bush administrations we were all "internationalist conservatives" in that we were fighting the international plague of communism.

Now the international plague is global neoliberalism. This is something that both the libertarians and neocons are OK with. This is something that traditional conservatives need to oppose at every opportunity.
