If just Germany, could he mean that power is cut for everyone?

It could be just Germany.

Whatever, this is just a strange comment.

If it were some televangelist claiming a vision, or some whacked out you tube conspiracy nut, that would be one thing.

But this was someone in what looked to be a legislative chamber who said something that caused quite a reaction in the crowd.

That for me gets my attention.
