UA was building up forces for Kharkiv offensive over the course of a month. 9000 troops, equipment and logistics.
Maybe planned to coincide with the Kherson offensive.

It may just be opportunism, watching where the Ruskies are weakest and taking advantage of the situation along with local partisans. I would suspect that clearing the Ruskies out of the nuclear power plant at Enerhodar is a top priority.
