The higher would be compartmental and the only two people that are automatically awarded that clearance are the POTUS and VP. The departmental heads secretaries, are approved for that level by the two officers and after that the agency heads that get it coming down the line from approved individuals.
And unless Barr has a storage and reading area in his home, a scif, he can’t observe compartmental at home. A sensitive compartmented information facility was in Mar-O-Lago for the president’s use while in the white house. Top secret by itself does not require one. Compartmental, which seems to be the original problem, does.

If they have classified laptops at home, they can access classified material from at home. Doesnt matter if its parked on a server, local copies could also be made if desired.
