I have had a few places scan my drivers license, haven’t given it much thought. What exactly is on that encoding? And, yes, what are they doing with it?

Only what they are allowed to see and can use for the transaction.
But all this is stored on some type of database somewhere...

when they scan your license they capture EVERYTHING that is on it.
