My guess is it's investors in it for the long term.
In a different scenario, investors in Detroit were buying up all the abandoned properties surrounding the downtown area for pennies on the dollar. Abandoned warehouses purchased are being turned into lofts or apartments or novelty store fronts and eateries.
Over the past decade or so, the transformation of the downtown area has been quite remarkable......
