I think he was mainly trying to be funny and throwing her a lead life preserver before she drowns. He obviously holds a grudge against her and is going to enjoy her losing.
I wonder if Al Franken approached Liz Cheney's people with an offer to NOT endorse her and her people wouldn't pay up.
