That's what I'm seeing - they may rule, but they can't govern. There's no there, there, for that. Also have to take into account they are not a united front as they may appear - there are factions who have their own agendas they want to protect, along with the struggles of everyone wanting to be a chief and not an indian. There's a mess coming to be endured, then cleaned up. If there's anything left to clean up and work with.
