I bet if your dog craps on the sidewalk, you’ll get fined.
That’s because these politicians expect dogs to be more civilized.
I would bet that there is a city ordinance that says a person must pick up any poop their dog drops on the sidewalk or park grounds. Since it appears that this ordinance/rule applies only to that specific business district someone should take their dog to that area and ensure that there is a cop around when his/her dog poops. If he/she gets a ticket then that person should file a federal law suit for unequal treatment under the 14th amendment because a human pooping on the sidewalk is not fined/arrested but someone who’s dog poops on the same sidewalk is subject to fines and possibly arrest.
