I’d like to know why. Sure, on the surface it looks like they simply made a green decision, albeit a bad one. But I bet it goes deeper than that.

Who bribed them to make Sri Lanka a test case? I suppose we’ll never know. But those guys couldn’t have made the decision on their own. There’d be no up-side in it.
