Is there any simple way to measure the rate of Russian artillery fire so as to measure the effectiveness of the attacks on Russian artillery depots?

Denys Davydov has a YouTube channel with a couple of updates per day. His map now has an overlay with ground fires detected by a NASA satellite. It’s not going to show 100% of artillery activity but can serve as a proxy. Some fires may be caused by lightning strikes and some artillery hits won’t start fires. Overall, however, it does show concentrations of activity. There has been a definite reduction in the volume of Russian fire. This could be an operational pause after the recent offensive concluded or it could be the impact of the ammo dump hits. Even if the Russian army reworks its logistics to avoid concentration of ammo, it will make resupply more labor intensive, expensive and complicated.

It’s conceivable the Ukrainian Army hits a point of diminishing returns if the ammo does get dispersed. They could switch to counter battery fire, railroad interdiction, hitting command centers or some other set of high value targets.

Yes there is. Gather your passport, fly to Ukraine, rent a vehicle, drive to the front where the Orcs are most concentrated.

Count the shells hitting your position, calculate the rate by adding the number and dividing between the types used: 122mm, 152mm, and MLRS strikes - when the shelling stops, you can assume the local Orc ammo depot has been destroyed.
