Of course he did. Trump would never have let the State Dept. promise NATO membership for Ukraine, as Victoria Nuland and others did all last year. Ukraine with NATO troops equals a fast invasion track right to Moscow. Would we let Russia or China put troops in Mexico or China without a response?
