There is no "Public Safety" exemption to that California law. Newsom traveled willingly to a state that he signed a ban against and then spent public money for his security detail in violation of that ban.

He broke the law and needs to be charged. The officer/s on the security detail need to be charged for the same crime.

Technically he did not violate the ‘law’, instead he violated his own travel ban on state employees. He could be subject to a fine (as if), but not subject to criminal charges. He could also be required to reimburse the state for all expenses related to state employees who traveled with him.
