I guess Max Boot is too stupid to know that our system as originally set up had the House popularly elected by the people while the Senate was elected by the state legislatures. The entire purpose was for the senators to represent the state interest while the representatives were to represent the people’s interest. But the 17th Ammendment changed that and in my opinon, for the worse. What the Left and Rhinos want to do with the electoral college and Senate representation if it ever happens will just screw up the system more.
The 17th Amendment broke the Founder's design for Federalism since the Senate was always intended to represent each State's government, not the general population, as per Federalist 45 :
"The state governments may be regarded as constituent and essential parts of the federal government; whilst the latter is no wise essential to the operation or organisation of the former. Without the intervention of the state legislatures, the president of the United States cannot be elected at all. They must in all cases have a great share in his appointment, and will perhaps in most cases of themselves determine it.1 The senate will be elected absolutely and exclusively by the state legislatures."
