State laws against murder apply on military bases. This is a breach of the Constitution and people must pay for this.
Impeach & remove.
Most Army bases have exclusive federal jurisdiction, but many military bases do have concurrent jurisdiction with civilian authorities.
I doubt the current US military feels bound by federal law, much less state law.
