It is indeed the ONLY thing that will stop them.

It will certainly stop those trying it and it make give others something to consider when thinking about trying it themselves

I was stationed in the Azores in 1979.   When my wife arrived there a couple of weeks later we were given a room in the transient barracks overnight and met a man that worked there who had been in the Portuguese Army in Angola.   He had PTSD and shared with us the horror he experienced seeing tribesmen armed with spears coming at them in massive waves and mowing them down with automatic weapons.

I large number of the people in the Azores at the time were refugees evacuated from Angola.
