EVEN WITHOUT the welfare, they would come.
They would rather live in a park and sleep under a highway overpass or on a park bench - as long as they could earn a couple of euros per day (a FORTUNE in Africa) shining shoes of the White men.
No highly corrupt local govt. officials to make their lives a living nightmare, no warlords gangpressing them into military service, no different ethnicities inclined to stage a machete massacre every couple of years, no open sewers running through the streets.
(Relative) Law and Order, sanitation, and public comity.
Even without welfare, Europe is a paradise for these folks.

It’s not Spain proper. Just a little piece cut out of Morocco.
Point being if they can protect something that’s not really their homeland, why cannot the US at its actual border.
I suppose Spain protects its territory no matter what size it may be as all countries should. The US can also protect its territory, at this time the govt simply refuses to do so.
Just as Gibraltar is part of Britain.
