Oh okay, see that makes sense then. It's the gov's property. They can decide for themselves what they do with it.
I mean, in theory, it's ours... we pay the taxes for it... but in practicality, it's theirs.

And if, as a taxpayer, you decide to take a tank for a joyride, they'll charge you with theft of public property, even though you are the public and your taxes probably paid for a screw or rivet somewhere on that tank. Certainly some of the fuel, at least.
