I believe Lake City produces the 5.56 military rounds exclusively. In their excess manufacturing capacity, they produce commercially available 5.56 rounds and the slightly lesser 223 rounds.
If Brandon makes it so they can only supply the military, they will choke off the supply for civilians.

There are many other manufacturers and they sell the ammo on most street corners in major cities like south Chicago. This little joke falls under the thought that if you don’t sell guns, the criminals won’t get them. Yeah, right.

The US Government OWNS the Lake City Army Ammunition Plant. Winchester currently holds the contract to run it. Historically, the contract has allowed the contractor to sell on open (citizens) market ammunition produced in excess of the government’s needs.
Other manufacturer’s picking up the slack is easier said than done. LCAAP is huge, enough to supply the entire DOD during a world war.
This is one of the risks of gov’mt contracts — they feel they can dictate. Such contracts must be iron-clad.
As to picking up the slack — not the point. If BeijingBiden can throttle output the company could go under. One by one.

It will increase Lake City's costs of being a government supplier. When the government places an order, they want it "right now". LC needs to keep production facilities sufficient to supply government needs. But when there is no government requirement, they can't just lay off their people. It's good to have somewhere to put their excess production.
Since ammo has a long shelf life, civilians can buy when it's cheap, and forego purchases when they have enough and the prices are high.
