I would order US Marshals with clubs and mace to disperse the crowds. If it got ugly, SWAT and Special Forces snipers would be deployed. Anyone holding a Molotov cocktail would be taken out.

Anyone lights up a Molotov Cocktail, give the snipers armed with suppressed .22s a green light to shoot the bottle.
