A lot of Americans got a real eye-opener as to the true nature of New Orleans after Hurricane Katrina hit; I don’t think many had known how much poverty and idleness were there before.

I'm sure there are plenty of open, uncrowded space where this could be done. Same when I was a teenager sitting behind a small-block 350. These kids want to cause a disturbance, hence their choice of location.
That said, this video seems to show an excellent opportunity to see how well that police SUV does a donut. And clear the street while you're at it. A two-fer!
